Davao City's CCTV Ordinance: a Pioneer in the Country's Effort
for the Maintenance of Peace and Order
Last September 15, 2014, The Department of Interior
and Local Government disseminated DILG Memorandum Circular No. 2014 – 119;
“DIRECTING CITIES/CAPITAL TOWNS TO REQUIRE THE INSTALLATION OF CLOSED CIRCUIT
TELEVISIONS (CCTV) FOR CERTAIN BUSINESS ESTABLISHMENTS IN ACCORDANCE WITH
SECTION 16 (GENERAL WELFARE CLAUSE) OF REPUBLIC ACT NO. 7160 TO SUPPORT THE
MAINTENANCE OF PEACE AND ORDER AND PUBLIC SAFETY”.
It’s good to know that way back December 4, 2012,
the Davao City Council already enacted City Ordinance No. 0407-12: “An
Ordinance requiring all establishments, whether commercial, industrial or
financial institutions, with capitalization of not less than Three Million
Pesos (P3,000,000.00), including, but not limited to, banks, pawnshops,
restaurants, shopping malls, hotels, inns, educational institutions, hospital
and medical institutions, gaming cockpits (sabungans), private transport
terminals on land, air and sea, operating within the City of Davao, to install,
operate, and maintain Closed Circuit Television (CCTV) cameras in public/common
area/s.
Isn’t this amazing?
This only shows that we are way ahead in terms of technological advancement
in relation to the maintenance of peace and order and public safety. This is something that EVERY DAVAEῇO MUST BE
PROUD OF. Thus, Davao City can be
considered as A STANDARD OF PROGRESS AND DEVELOPMENT WHERE ALL OTHER CITIES
FOLLOW.
