This newly constructed multi-purpose building is lovingly dedicated to the late "Soledad Roa Duterte" also known as “Nanay Soling”, whose purpose as an educator, civic leader, social activist, and women and children's welfare advocate, has served the country and the community well. This project was granted through an allotment for an infrastructure project for the City Government of Davao when Councilor Mabel Sunga Acosta of the First District of Davao City, was chosen as one of the 2009 Ten Outstanding Councilors of the Philippines (TOCP), which was awarded in 2010. The TOCP is an Annual Search jointly sponsored by the Philippine Councilors League, Office of Senator Angara, and the JCI Philippines.
