The Joint Memorandum Circular No. 7 issued by the DBM-DILG-DSWD_NAPC, series of 2015 was issued in pursuit at attaining the Philippine Development Plan's goal of inclusive growth and poverty reduction, and promoting good governance at the local level, The Human Development and Poverty Reduction Cluster, through the Bottom-up Budgeting Program, to ensure the inclusion of the funding requirements for the development needs as they are identified at the local level in the budget proposals of participating agencies.
In the local level, during the time when the City Mayor is still Rodrigo Duterte, called for the creation of a Local Poverty Reduction Action Team (LPRAT). The composition of the Team must be 50% coming from the government and 50% coming from the representatives of CSOs elected during the CSO Assembly plus business group representative.
